The Jacksonville City Council on Nov. 1 approved a package of routine and ordinance items, including a $250,000 treasurer's bond, a new beer-and-wine license for a North Clay Avenue convenience store, the purchase of property at 1001 Cox Street and updated sewer-use and wastewater regulations.
City Attorney Beard introduced a first reading to set the treasurer's bond at $250,000. Alderman Scott moved the ordinance and Alderman Watts seconded. The council voted by roll call to advance the ordinance; the motion carried on a unanimous vote.
Council then held a first reading to add a Class AA alcoholic-beverage license to allow beer-and-wine sales at a North Clay convenience store. Alderman Scott moved and Alderman Henry seconded. During a brief clarification, a council member confirmed the license would cover only beer and wine. The roll-call vote passed with yes votes from Cook, Henry, Lockman, Reuben DeSellis, Scott and Watts and no votes from Olden Edel, Speed and Williams; the motion carried.
An ordinance with an emergency clause authorizing the acquisition of land at 1001 Cox Street was introduced and approved on a roll call. On second reading the council adopted an ordinance authorizing the city to purchase the property at 1001 Cox Street for a purchase price of $1,500; Alderman Henry moved and Alderman Cook seconded, and the motion passed on roll call.
Alderman Watts introduced a first reading to delete and replace Chapter 26, Article 3 of the Jacksonville Municipal Code, which governs sewer use and wastewater regulations; the motion was seconded and passed by roll call.
The council also approved a consent agenda that included resolutions authorizing payments from the capital improvement fund and the general fund, and several routine utility and construction payment authorizations presented by the utility department. No consent items were pulled for separate discussion.
