The Plymouth Common Council approved several infrastructure items on Nov. 11, including a wastewater-plant clarifier rehabilitation, a gas-easement request for a public shelter, and a substation fiber-extension contract.
Director (public utilities operations) told the council that four bids were opened for clarifier rehabilitation and the lowest responsive bid of $284,500 came from Seibel Mechanical; the project had a budget of $200,000, and Director and Finance (Chris Russo) said sanitary capital funds are available to cover the overage. Council approved awarding the project to Seibel Mechanical; staff said the work would take place in 2026 after high spring flows.
On utilities, staff (Kathy) said Wisconsin Public Service requested an easement on the Nuthill parcel (450 West Main Street) to supply gas service to the new shelter/chalet; staff recommended approval and the council approved the easement by roll call.
For electric infrastructure, City Administrator Tim Blakely summarized that nine bids were received for phase 1 of a substation fiber extension and the low bid of $192,125 came from AJ Construction. Blakely said the electrical capital budget included $300,000 for phase 1 and that the city had previously approved engineering and permitting services totaling $38,005.74. Staff recommended awarding the contract to AJ Construction; council approved the award. Blakely noted a likely next step will be to seek a WPPI low-interest revolving loan to help fund the project.
Each item was moved and approved by roll call during the Nov. 11 meeting.
