Several councilors expressed concerns about the town’s recently adopted employee handbook—now organized as an administrative policy rather than an ordinance—raising issues including unclear amendment procedures, the absence of an independent grievance path for claims involving the town manager, a provision permitting wellness checks for absent employees, and instructions that employees should approach alleged harassers.
Councilors said these matters warrant further review rather than immediate action. One councilor indicated an intent to prepare motions to amend the handbook. Several councilors said they prefer the discussion occur after the new year if scheduling or availability is an issue, but the workshop scheduling motion sets a clear next step.
