Hoover resident urges city action on four‑year zoning case at 2200 Chapel Road

Chris Silko, a Bluff Park resident, told the Hoover City Council that a long‑running zoning enforcement case next door to his home at 2200 Chapel Road has not been resolved despite years of enforcement efforts. "We've got an ongoing zoning violation next door to us at 2200 Chapel Road," Silko said, describing the property as a "massive apartment compound" built within setback lines with exposed wiring and PVC plumbing.
Silko said the property has produced repeated police responses for domestic disturbances and theft, that the owner has performed multiple renovations without permits — including a new roof and driveways — and that previous municipal and prosecutorial efforts have not produced a lasting solution. "For 4 years, we've been waiting," he said, adding that his family is concerned for their safety because of the property's condition and incidents.
City Attorney Walker responded that the case is the subject of an appeal from the municipal court and that the next scheduled court event is a status conference. "There is an appeal from the case in municipal court," Walker said, noting that municipal appeals are not prioritized and that "sometimes they go on for a couple of years or longer." He told the council and the resident that the city attorney's office will now handle municipal appeals and said he hopes to obtain relief for the affected neighbors.
Silko told the council he plans to continue pressing the issue and asked for a meeting with the mayor and staff to bring fresh attention to enforcement; the mayor said he would meet with residents and staff to follow up. The council did not take formal action on the item during the meeting.
