Rossford City Council on Nov. 10 voted to authorize the city administrator to submit a white-paper application to the Ohio capital budget (FY2027–2028) seeking project inclusion for the widening and rebuilding of Mandel Road.
The presenter said Mandel Road needs to be widened and rebuilt and that the project would be a cooperative effort among the township, the school district and the city. Council described the resolution as an initial 'white paper' application — the first step to determine whether the state would consider the project for inclusion in its capital budget. Council moved to suspend further readings, declared the resolution an emergency, and adopted Resolution 2025-19 by unanimous voice vote.
Council directed no detailed design, cost estimate or funding commitment at this meeting; the resolution authorizes staff to pursue the preliminary application only. If the state expresses interest, further coordination and formal project development will be required with the township and school district.
