Leesburg hears presentation on Banning Ranch Phase 5 rezoning; commissioners defer decision

The commission received a staff reading and developer presentation for ordinance 6b1 to rezone roughly 103.14 acres to a City of Leesburg PUD that would allow 294 single-family detached homes.
Dan Miller described the PUD conditions (35% open space, sidewalk and buffering requirements, a boulevard entrance), and said the spine road will interconnect County Road 33 and County Road 48 and serve as utility corridor. Andrew McCown of GAI Consultants, representing Hanover Land, said the new plan reduces units from a prior approval and increases recreational land to 2.5 acres and open space to more than 41%.
Commissioners and staff noted the prior PUD approval (circa 2008) had expired and that the planning commission recommended denial while planning staff recommended approval. Commissioners repeatedly pressed for independent traffic data and coordination with the county because County Road 48/33 is a constrained corridor; County Commissioner Tim Morris said the county is considering commissioning its own traffic study.
Tim Casey, a member of the public, said cumulative approvals in the area add up to a far larger number of units and warned of significant traffic consequences; after public comment the commission laid the Banning Ranch Phase 5 item over to a Dec. 8 meeting for further review.
Next step: staff will return on Dec. 8 with additional information and any requested traffic analyses.
