Council reviews amended interlocal agreement for Permian Basin radio monitoring system

City staff described a proposed amendment to the interlocal agreement that governs the Permian Basin radio system shared by Odessa, Midland, Ector County and Midland County.
A staff member explained the agreement purchases a Cirrus central monitoring subsystem to provide a system health dashboard, reporting, provisioning and diagnostics to speed troubleshooting and vendor (Motorola) response. "It's a five‑year agreement. It's $40,000 a year, but we're designating Midland to purchase it because they had a better discount off of it. Then each agency is gonna put in $10,000 a year," the presenter said.
Council asked whether the monitoring core would be centralized; staff replied the system will exist in the core (Midland is primary core and Odessa is mirror/back‑up core) and all core members will have access while maintaining separate equipment ownership. Staff said the city has budgeted the contribution.
No formal vote occurred at the workshop; the presentation was informational and staff said they would return with any documents needed to formalize the amendment.
