The Los Angeles City Health Commission paused consideration of a proposed "President Emeritus" change to its bylaws after staff said the role may not be a city-recognized position requiring council action. Nicole, standing in for counsel, advised commissioners that some commissions need city-council approval for certain bylaw changes and asked for more time to research whether the Health Commission can adopt the term internally.
In related business, research associates provided updates on the commission's annual report and new sections (environmental policy and the Olympics), and staff clarified the logistics for remote presenters. City Attorney staff said remote presenters are legally permissible provided the technology allows clear recording and enables public-comment interaction. City Clerk staff noted that livestreamed video presentations may require ITA support and associated costs; non-video slide presentations distributed ahead of time are feasible without additional departmental resources.
A motion to adjourn was moved and seconded and carried by voice vote to close the meeting.
