Lebanon City Council voted on Nov. 10 to adopt Ordinance 2025‑37, the Patchlands Farms Planned Unit Development (PUD) rezone and ordinance for 1305 South State Road 39.
Planning staff summarized the project as a mixed‑use redevelopment that replaces existing commercial zoning with a PUD to allow a mix of commercial, light industrial and higher‑density residential uses. “This is the second reading of the Patchlands Farms PUD rezone and ordinance,” staff said, noting the planning commission forwarded the item with a unanimous (5–0) favorable recommendation.
The PUD establishes subdistricts along State Road 39 for smaller commercial and office uses on the frontage, with heavier light‑industrial and residential uses stepped to the interior. Counsel read a summary of the ordinance’s sections covering legal description, concept map, permitted uses, development and design standards, permitting processes and right‑of‑way provisions.
Council discussed timing and utility capacity; staff said no end users were under contract and that construction likely would not begin before 2027. After brief questions from council members about water capacity and timeline, a motion to adopt passed by voice vote on second reading.
The ordinance takes effect in accordance with the city’s ordinance process and will guide development standards and permitting for future subdistrict applications.
