The Conway City Council approved a slate of ordinances, resolutions and appropriations covering permits, public-works contracts, zoning amendments and budget items.
Key votes at a glance
- Private-club permit: Council adopted an ordinance granting a private-club permit to Roost and Tap LLC for 50 Ellis Avenue. Applicant Charles Frost described the menu and said remodel permits were expected mid-month and an opening was targeted near Valentine's Day. Vote: 7–0.
- McNutt Road sidewalk: The transportation department recommended award to the lowest responsive bidder, JCI, for $365,160.60 for a sidewalk on McNutt Road; council approved the resolution and contract entry, 7–0.
- Grants and appropriations: Council approved acceptance of a $3,000 United States Tennis Association grant for Parks & Recreation equipment (7–0). Council also approved appropriations for police off-duty reimbursement accounts and a shopping-center security program; the shopping‑center security ordinance included an emergency clause to allow officers to begin coverage before Thanksgiving. Vote tallies for these items were unanimous.
- Employee bonuses and longevity pay: Council approved a one-time employee bonus of $1,000 net for full-time employees and $500 net for part-time employees to be paid Dec. 12, funded from interest earned on a Rescue Plan account, according to finance staff. Council also approved an ordinance to implement longevity pay (starting at year 10) with initial funding drawn from reallocated Rescue Plan/ARPA interest previously obligated for drainage projects; staff cited first-year estimates of roughly $132,000 for fire department longevity and about $55,000 to expand longevity to nonuniform general fund employees. Both measures passed 7–0.
- Zoning amendments and code cleanups: Council advanced and approved several zoning-code amendments including changes to clarify building and lot coverage, site-development review scope and fee schedule, and definitions; council also approved an amendment to comply with Act 313 of 2025 to allow accessory dwelling units under specified conditions. These items will have further readings where required; the accessory-dwelling amendment recorded as approved in the meeting.
Council members thanked staff for producing options that save taxpayers money and improve services. All items in this package passed by unanimous votes; further public hearings or second/third readings will occur for certain zoning items as required by ordinance procedure.
