Hamilton County approves multiple contracts and procurements including OpenGov implementation, training contracts and ARPA-funded buses

Hamilton County commissioners approved a suite of procurement items and contract actions during the Nov. 10 meeting, including a technology contract to implement OpenGov procurement software, two emergency-management training contracts, ARPA-funded bus acquisitions, and a public defender contract revision.

Governance staff asked for approval of a three-year agreement with Vertosoft LLC to implement OpenGov's enterprise procurement and contract-management solution. Commissioners approved the contract after staff said they had consulted ISSD and cited Carmel as a reference user.

County Emergency Management sought approval for two contracts tied to the county's domestic terrorism preparedness initiative: a $17,500 contract with McLean Media to film a multi-day full-scale exercise for future training purposes, and a $9,106 contract with RAK Academy to deliver two eight-hour seminars on lessons from Sandy Hook aimed at improving active-assailant preparedness. Commissioners approved both contracts contingent on verification of required insurance and workers' compensation coverage for individual contractors; staff confirmed certificates of insurance were on file and agreed to follow up with legal to verify coverage documentation.

On transit, staff reported that Hamilton County is acquiring three buses associated with Indigo and ARPA funds; Indigo requested commissioners sign off on quality checks (odometer readings and general condition) and asked the board to delegate signature authority to the senior transportation manager to complete those checks. Commissioners approved the acquisition and delegated sign-off authority.

The administrator's office presented a contract revision for the public defender's office: Bob Summerfield will assume the remainder of the current year's contract, replacing Neil Ziliac as the public defender for Superior Court 2; commissioners approved the change.

Commissioners also approved disbursement requests for ongoing capital projects (e.g., $718,800.50 to Meyer Nation Development for the Public Safety Training Center and $107,582.27 to Wessler Engineering for water/wastewater improvements) and several buildings-and-grounds contract items presented by Steve Wood.

Staff noted that attorneys had made edits to contracts where necessary, and commissioners asked staff to ensure insurance and procurement requirements are met when individuals perform services rather than using an LLC or corporation.
