Kevin Grama, executive director of Hamilton County Community Corrections, briefed commissioners and said the award is welcome but cautioned that the DOC has signaled anticipated reallocations that could reduce total community corrections grant funds by an estimated $7 million statewide in 2027. Grama said some other counties have already reported significant cuts or complete defunding of certain community corrections programs, prompting his department to explore alternative revenue sources and other measures to reduce potential impacts.
Commissioners asked why the DOC is reallocating funds; Grama said he has heard multiple explanations from the state and did not have a single definitive reason, describing the 2027 outlook as uncertain. He said the county is identifying mechanisms to enhance revenue streams and find alternatives to prepare for potential state funding reductions.
The board acknowledged the award for 2026 and directed the department to continue contingency planning. No immediate action on staffing or program changes was taken at the meeting.
