Paris council gives informal approval to planning and design of US 82 West entrance lighting with TxDOT

Paris City Council on Nov. 10 gave informal approval for planning and design work with TxDOT on a West Paris entrance illumination project for US 82, with staff presenting two construction-cost options and requesting an informal, nonbinding commitment to include the work in next fiscal year's budget deliberations.
Mr. Mickey, appearing in lieu of TxDOT, described two options: (1) illumination from the loop to 25th Street Northwest at an estimated construction cost of about $446,000; or (2) a longer build to 7th Street Northwest at about $940,000. He said TxDOT would provide the design work and the city would be responsible for construction funds; per-pole equipment cost was cited at approximately $15,600.
Mr. Mickey told the council TxDOT plans a resurfacing project on Bottom Street with a letting in November 2026 and could fold lighting into that broader project if the city commits to construction funding. City Manager Rose Beverly and council members discussed available funds from a prior annexation (about $400,000) and suggested a workshop to prioritize needs; several council members expressed support for the broader stretch to 7th NW while acknowledging budget constraints.
Council made a motion to approve planning and design for the TxDOT lighting proposal (nonbinding and allowing the city to remove the work later if needed). The motion passed 6-0. Staff said the item would be considered in next year's budget process and that TxDOT can incorporate the design into the resurfacing work if the city opts to fund construction.
