Rockport Oaks condo association asks county to reclassify deeded RV park so graywater irrigation is allowed

Sally Drew, president of RORVP Condominium Association (Rockport Oaks RV Park), asked the Aransas County Commissioners Court to help correct county classifications that she said are preventing a TCEQ-approved graywater irrigation system from being used at the deeded RV park.
"All of this can be resolved if the Aransas County environmental department amended Order O-3-2020, classifies our park as a [deeded property] rather than a rental park," Drew told the court. She said the park has 84 lots, 14 controlled by a developer, and that the association is a condominium association with deeded ownership for most lots.
Drew said her association worked with the Texas Commission on Environmental Quality and that an engineer in Austin, Balazar Lecerio Ramirez, P.E., water quality division, has signed off on the residential graywater plan. She said a county inspector, however, has treated the property as commercial and cited 30 TAC provisions, which Drew argued allow graywater reuse for commercial and residential properties; she asked how to file a grievance and requested guidance on getting the county order amended to recognize deeded RV parks.
The court declined to discuss the item at length during the public comment period because it was not posted as an agenda item, but the judge pro tem advised Drew to contact her area commissioner and to request that the matter be placed on a future agenda for formal consideration. No formal amendment or staff directive was made during the meeting.
Drew said the association's plan follows TCEQ specifications and that the engineering sign-off addresses on-site septic and irrigation coordination. The court did not dispute the technical claim but deferred to the process for agendaed actions.
Next steps: The court suggested Drew contact Commissioner Castro and consider asking for placement on a future agenda; Drew also offered to provide letters to the judge and commissioners.
