The Arlington School District board approved Resolution 25-14, authorizing a study and survey of the district's educational facilities and the district's submission to the Office of Superintendent of Public Instruction (OSPI) for state construction assistance eligibility.
Brian Lewis presented the purpose of the study: to inventory instructional space, document building conditions, estimate capacity and determine whether the district qualifies for state School Construction Assistance Program (SCAP) funding. He said the district contracted McGranahan Architects to prepare the 136-page study and that the survey cost is about $43,000 to be paid from the capital projects fund; staff said the cost is eligible for reimbursement through state grant programs.
Lewis explained OSPI's methodologies for counting teaching stations and condition scores, and said that while OSPI's calculation indicated 953 excess seats by its metric, that figure may not reflect local operational constraints such as room configuration and pull-out spaces. The study feeds into the district's long-range educational facilities plan and helps identify bond-eligible projects; staff identified the Post Middle School work as the primary candidate for SCAP eligibility.
Director Knapp moved to approve Resolution 25-14 and Director Diamond seconded. The board voted in favor and staff will submit the study to OSPI to pursue potential reimbursement and to inform future capital planning.
Next steps: staff will complete the submission to OSPI and incorporate the study's findings into the district master facilities plan and future bond/levy planning if warranted.
