Town Engineer Lyle Jenkins brought forward photos and analysis of failing pavement on Poly Road north of East Fork Road and recommended a repair strategy focused on targeted section replacement combined with root and moisture barriers.
Jenkins explained the likely cause: trees close to the road extract soil moisture, allowing the subgrade to settle and crack the asphalt. "The way to repair this is rather than rebuild the whole road ... we could do some targeted repairs, just identify specific stretches because it's all asphalt, so you could just remove and replace certain sections," Jenkins said. He added that to prevent recurrence, the town would need root/moisture barriers but cautioned that cutting tree roots could harm large trees and suggested engaging an arborist.
Council members asked about the prior geotechnical work and whether more sampling or different tree species or root-mitigation techniques might be appropriate. Jenkins said geotechnical reports had been done during the DMAIC repairs and recommended targeted barriers plus an arborist review before disturbing roots. Staff will prepare options and cost estimates for a future council agenda.
