Sunnyvale's Town Council on Nov. 10 certified the results of the Nov. 4 special election and swore in Holly Garland as councilmember for Place 4. Town Secretary Rachel announced the tabulation showing Tyler Feathers with 948 votes (48.67%) and Holly Garland with 1,000 votes (51.33%), and staff recommended the council adopt Resolution 2025-22 to canvass returns.

Councilmember Finch moved to approve the canvass resolution; Mayor Pro Tem Clark seconded. The council voted 6-0 to adopt the canvass resolution. Following the vote, staff presented the certificate of election and administered the oath of office; Garland repeated the oath and formally assumed the seat.

The certification follows state timing rules for canvassing election returns; Town Secretary Rachel told the council the canvass was being held within the statutory window for municipal canvassing. After the swearing-in, Garland took photos with family and council members and joined the meeting for the evening's business.

The council's action on Resolution 2025-22 completes the formal canvass step required after the special election. No legal challenges or further procedural steps were announced at the meeting.
