Sunnyvale canvasses special election; Holly Garland sworn in to Place 4

The certification follows state timing rules for canvassing election returns; Town Secretary Rachel told the council the canvass was being held within the statutory window for municipal canvassing. After the swearing-in, Garland took photos with family and council members and joined the meeting for the evening's business.
