Mount Pleasant enacts short moratorium on new massage-establishment licenses while code is rewritten

The Village Board of Mount Pleasant on Nov. 10 approved a temporary moratorium on new massage establishment licenses as staff updates local licensing code.
Attorney Chris Smith told trustees the village is “in the process of amending our code regarding massage licenses,” and the resolution pauses new applications until those amendments take effect. Smith said the resolution envisions a short pause — “no more than 60 days,” he said — though staff expects the change to be completed sooner.
Trustee (speaker 9) moved to approve Resolution 19-2025 and a second followed; the board approved the moratorium by roll-call vote with all trustees voting Aye.
The resolution does not immediately affect existing licensed businesses; it prevents the filing and processing of new applications while code language is updated. Staff and counsel said they would return to the board with the revised code language and a timeline for lifting the pause.
