The first resolution, submitted by Bighorn County School District No. 3, urged the Wyoming Department of Education to modify special-education reimbursement schedules to provide more timely (ideally monthly) reimbursements for out-of-district placements. The WSBA board of directors recommended affirming this resolution and the Natrona board moved to recommend it for passage at the WSBA delegate assembly; trustees voted in favor.
The second resolution proposed time frames for termination hearings under Wyoming statute 21-7-110(d), suggesting limits (for example, concluding hearings within 45 to 100 days of notice). The Natrona board discussed the language and moved to recommend affirming that resolution as presented.
The third resolution addressed pay considerations for employees charged with certain crimes and would allow districts to suspend employees without regular compensation under specific circumstances while preserving back pay if charges are dismissed. That resolution drew substantial public and trustee debate about due process and the risk of punishing employees before conviction. Trustee Schmidt and several colleagues expressed concerns about supporting a change that might implicitly punish people before a court conviction; a motion to affirm failed. A subsequent motion that the board neither affirm nor deny the resolution passed.
Trustee Sadelli, serving as the WSBA delegate assembly chair for the board's purposes, noted these resolutions are policy statements and do not become law but can inform advocacy and potential legislative change. Trustees emphasized that delegate assembly outcomes and any legislative follow-up are separate from the board's local governance responsibilities.
