The Lake County E911 Authority approved its 2026 budget at the Nov. 7 meeting after discussion of revenues, subscriptions and capital needs.
Chair Heath Speckman summarized changes to the draft budget, including use of up to $230,000 from the authority's fund balance. The draft projects the emergency telephone charge at $2.17, and staff noted an estimated beginning fund balance of about $800,000 for 2026. Speckman told the board that subscriptions and software items such as PowerDMS were included in the draft; he said PowerDMS is expected to cost about $2,000 and that the combined subscription line was roughly $4,800 as presented.
Board members discussed whether to place an estimated EMD annual subscription (presenter's estimate: about $30,000 per year) into the 2026 budget. Because a firm vendor quote had not been received, the board agreed to approve the overall budget and to add any EMD subscription later via a budget amendment once an exact figure is available.
Speakers also noted a recent state tariff amendment making GIS routing official and the state's request for PSAP boundaries; the change could affect the budget depending on concurrent sessions and lines, a figure discussed in the meeting.
Chair Speckman made the motion to approve the 2026 E911 budget; the motion passed on a voice vote recorded in the transcript. The board also approved minutes for prior months and scheduled its next meeting for Dec. 5, 2025, at 10 a.m.
