Lake County E911 Authority holds executive session on supervisor conduct, directs review

The Lake County E911 Authority on Nov. 7 moved into executive session under Colorado's open meetings law to discuss personnel matters related to E911 supervisor Paula Velasquez.

Chair Heath Speckman read the statutory motion invoking CRS 24-6-402(4)(f) and opened the executive session, noting for the record, "this executive session is being electronically recorded." He listed legal counsel Wilson Scarberry among those present for the closed discussion. The motion to go into executive session was approved as recorded on the meeting audio.

After the closed session, Speckman said the authority would not take formal action in the executive session and recommended that Sarah Beard, the authority's executive director, "review this and make a decision on the outcome of this investigation by the end of business next Thursday." Beard and other board members agreed to that timeline.

The authority recorded an opportunity for any participant to state on the public record whether they believed the executive session strayed from the stated personnel purpose. Chair Speckman invited such concerns but noted none were raised before the board returned to open session. The board did not announce any disciplinary outcome at the meeting and recorded no formal votes on personnel matters in open session.

The next publicly recorded step is Beard's decision on the investigation, due by the deadline set at the meeting.
