The Shepherdsville City Council approved a package of land-use and administrative measures and received public-safety updates.
On the consent/old-business docket the council read and approved several ordinances affecting multiple parcels:
- Ordinance 025044: rezone approximately 13.29 acres at 6275 South Preston Highway from AG to R-3 Residential (docket 2025Z-37). Motion made and approved by recorded vote.
- Ordinance 025045: rezone approximately 2.5 acres at 6275 South Preston Highway from AG to R-3 Residential (docket 2025Z-39). Motion made and approved by recorded vote.
- Ordinance 025046: rezone approximately 9.1 acres on South Preston Highway from R-1 to R-3 Residential (docket 2025Z-38). Motion made and approved by recorded vote.
- Ordinance 025047: rezone about 5 acres at 5228 South Preston Highway from B-1 Highway Business to R-3 Residential (docket 2025Z-44); council discussed unit counts (~80 units reported for related apartment development), setbacks to accommodate potential future road widening and the need to coordinate turning lanes with the state.
The council adopted Ordinance 025048, a multi-jurisdictional text amendment adding an R-5 residential zone to the zoning regulations used by Bullitt County and the cities of Hillview, Lebanon Junction, Mount Washington and Shepherdsville. Staff reported that Hillview had supported the amendment, Lebanon Junction had its first reading, and Mount Washington's status was not known.
Ordinance 025049 updated section 9.4 (the schedule of fees, charges and expenses) for zoning-related permits and services across the same jurisdictions; motions were made and recorded and the ordinance passed.
On new business the council approved Municipal Order 25006, acknowledging Windstream Kentucky East LLC's assignment of a telephone and communications nonexclusive franchise to Kinetic ABS KY LLC and recognizing Kinetic as successor grantee; staff noted the city does not collect an ongoing franchise fee for this utility and that the city retains the right to enforce franchise conditions and request updated insurance and operational disclosures.
In planning and zoning updates staff presented and the council approved a small rezoning for consolidation at 699 North Buckman Street to allow a triangular 0.33-acre parcel to be combined with an adjacent multifamily tract; planning staff said the planning commission gave unanimous approval and compliance with countywide criteria.
Public safety and department updates included a report that city emergency responders supported Louisville after a recent plane crash; the department reported substantial gear losses and said a $175,000 state grant for a mobile cascade system had been awarded and is expected to be delivered in early 2026. The police chief reviewed year-end workloads and noted bridge work at Bells Mill and traffic impacts expected during construction.
