Oshkosh council approves bicycle sidewalk restriction, High Avenue parking changes and awards reconstruction contract

Council adopted ordinance 25-576 to restrict bicycles on sidewalks or walkways where a building abuts the sidewalk; Transportation Committee framed the change as balancing e-bike and cycling access with pedestrian and driver safety. "This helps people still enjoy the use of e-bikes in the city of Oshkosh and keep pedestrians and drivers safe," a council member said in support.
The council also adopted ordinance 25-577 amending parking regulations on High Avenue. Both ordinances were approved on council vote.
Separately, the council awarded public-works contract 26-03 to PTS Contractors for the reconstruction of Ohio Street and West 16th Avenue (resolution 25582). The award was approved after a motion and second; no public testimony was registered for that item.
These actions advance routine transportation and public-works work included in the city's capital planning and permitting processes.
