Tipton City officials moved to reissue an order to appear in a code-enforcement case involving a mobile home that staff say has no utilities and is partially demolished.
"We ordered demolition of the mobile home," Speaker 2 said, describing a case initiated after contact from the health department. Speaker 2 said staff had explained the process to the owner, including a $500 deposit and a $50 demolition permit fee, but the owner did not obtain permits and "started to demolish the mobile home himself."
The owner, identified in the meeting as "mister Spencer," was not present; staff said Spencer had been involved in a wreck and may be hospitalized. Board members debated whether to proceed immediately with demolition or allow additional time for the owner to comply. Speaker 3 recommended allowing the owner an opportunity to appear, noting the owner had shown intent by starting the work.
After discussion, Speaker 3 moved to table enforcement and reissue the order to appear at the next scheduled public meeting; Speaker 4 seconded. The motion passed by voice vote. Speaker 4 said staff can pursue title work and, if needed, obtain estimates to perform demolition between meetings.
Speaker 2 asked clarification on scope: whether staff should remove only the mobile home or all structures on the property if both are compromised; Speaker 4 said his preference was to remove both if both structures are compromised and to "move forward." No immediate demolition was authorized at the meeting; the board reissued the enforcement notice and scheduled follow-up for the next meeting.
