The owner, identified in the meeting as "mister Spencer," was not present; staff said Spencer had been involved in a wreck and may be hospitalized. Board members debated whether to proceed immediately with demolition or allow additional time for the owner to comply. Speaker 3 recommended allowing the owner an opportunity to appear, noting the owner had shown intent by starting the work.
