Kane County hears advisory body recommendation to raise Mill Creek SSA levy by $98,934

Kane County held a short public hearing on a recommendation to increase the Mill Creek special service area (SSA) tax levy. Roger Fonstock, representing the Mill Creek SSA advisory body, told the hearing the advisory group recommended raising the levy from $1,039,034 to $1,137,968 — an increase of $98,934, or about 9.5 percent.

Fonstock said Mill Creek is a development in unincorporated Kane County west of Geneva and Batavia with just over 2,300 residential improved lots and about 7,000 residents. He described the SSA's services as maintenance of village-center roads, sidewalks, bike trails, natural areas and open space within the special service area.

"The current levy is $1,039,034, and they recommended a levy increase," Fonstock said. "The new levy would be $1,137,968. This will increase the levy by $98,934. It is a 9 and a half percent increase." He provided homeowner-impact examples, saying the proposed levy would raise taxes by about $46 a year on a $600,000 home and about $34 a year on a $450,000 home under the advisory body's recommended flat rate combined with rising equalized assessed value.

Fonstock also said the equalized assessed value for Mill Creek rose from $382,000,000 in 2024 to $419,000,000 in 2025, which contributes to the levy increase even under a flat rate.

Madam Chair invited public comment on the recommendation; no members of the public addressed the board. A motion was made to close the brief hearing, the clerk conducted a roll call, and the Chair announced the meeting closed. The advisory body's recommendation was noted as an item before the county board for consideration on the county agenda.

County staff said the meeting would continue in the same Zoom room after a short pause to reset live streaming.
