Commissioner Davis proposed that Sunnyvale's Bicycle and Pedestrian Advisory Committee (BPAC) be reconstituted as a planning and transportation commission with a broader remit to advise on all modes of transportation, including automobiles, bicycles, pedestrians and accessibility.
"We change BPAC to a transportation commission that would consider all forms of transportation within the city," Davis said, arguing that some roadway changes appear to make driving more convenient at the expense of bicycle and pedestrian safety.
Commissioner Sarni and other commissioners agreed the idea fills a gap in oversight; Sarni noted Palo Alto has a planning-and-transportation commission that balances competing modes. Vice Chair Shukla emphasized the planning commission's land-use remit and suggested the commission focus on items within that remit, such as objective ADU design standards that could make it easier for residents to add accessory dwelling units.
Commissioners did not take formal action to change BPAC or to forward the transportation proposal. Several commissioners noted that other items (residential parking requirements under CDD 19-07 and park-dedication fees) are already on the work plan and recommended avoiding duplication. The commission instead chose to forward the universal-design housing study as its single council priority item of the evening.
If the commission or council pursues a structural change to BPAC or creates a transportation commission, staff and council would need to evaluate scope, authority, and any required charter or ordinance changes; no such referral or staff direction was recorded at this meeting.
