The proposal includes an overlay product, Med Plus, that will assume liability for deductibles in an intermediate band. "All of the deductibles from $1,000 to $5,250 will be covered by Med Plus," the presenter said, explaining employees will receive a Med Plus card to present to providers alongside a Blue Cross Blue Shield card.
The recommendation also moves ancillary plans (vision, dental and optional life coverages) to Blue Cross Blue Shield to capture additional savings and allow staff greater enrollment flexibility. Keppel Consulting also secured a rate guarantee for 2027 "not to exceed 11.9%," the presenter said.
The board approved the health-insurance renewal and authorized open enrollment meetings for staff ahead of the Jan. 1, 2026 coverage start date. The district said open enrollment will close Nov. 25 to enable transition of cards and continuity of care arrangements.
