Council approves consent agenda, hears proclamations and swears in Ward 1 appointee

Missoula ' The Missoula City Council unanimously approved its consent agenda on Nov. 10, approving two accounts-payable batches and scheduling two public hearings for Nov. 17.
City staff read the consent items into the record: ratify accounts payable dated Nov. 4, 2025, in the amount of $2,308,886.12; approve accounts payable dated Nov. 11, 2025, in the amount of $1,936,028.36; suspend City Rule 21 and set a public hearing for Nov. 17, 2025, on an application from Missoula County Public Schools to vary from Title 20 zoning code requirements for a dynamic display sign and ground signs at C.S. Porter Middle School; and set a public hearing for Nov. 17 on a phase development review and phasing plan amendment for the Aspire Subdivision phases 1 through 6 and refer that item to the Land Use & Planning Committee on Nov. 12.
The presiding officer called for a voice vote and the consent agenda "passed unanimously."
Earlier in the meeting Mayor Andrea Davis read proclamations recognizing November as Native American Heritage Month, declared a week in honor of Ethel Macdonald, recognized Donna Goughler Day for her parks and recreation leadership, and observed the U.S. Marine Corps 250th birthday.
Mayor Davis also announced that Betsy Kraske was appointed to fill the Ward 1 vacancy created when Jennifer Savage stepped down; Kraske will serve the remainder of the current term through December and will begin the four-year elected term in January.
Next steps: public hearings for the Porter Middle School signage variance and the Aspire Subdivision phasing amendment are scheduled for Nov. 17; council committees will handle referral items as noted in the consent agenda.
