Staff said Regroup scored highest on ease of use, pricing and capability and recommended the county award the service to Regroup at a first-year cost of $9,995 with a recurring annual cost of $7,195 under a guaranteed three-year price.
Staff explained the system will be housed at the Emergency Operations Center and that limited authorized personnel will be able to activate alerts. The system uses mapped 911/cell numbers and therefore depends on cellular service for delivery to residents' phones; staff characterized the service as "cell phone based."
Commissioners approved the recommendation by voice vote. The purchase will be funded from the Emergency Operations Center operating budget.
Next steps: staff will finalize contract terms and begin implementation; the system will be configured for Uvalde County geographic mapping and authorized activators at the EOC.
