The council approved the consent agenda — including minutes from the Oct. 27, 2025 meeting and the October monthly payments, building and ambulance reports — after Councilmember Dietrich moved to approve and Becker seconded. For general business the council considered a potential development agreement with CAPTJ LLC to sell an approximately half-acre lot for commercial development in the Lands End addition and discussed the possibility of purchasing a public property in the downtown and northeast side of the city. Citing competitive or bargaining reasons, the council invoked Wis. Stat. §19.85(1)(e) and voted to go into closed session to deliberate or negotiate the purchase of public property and investing public funds. The motion to enter closed session was made by Bauer and seconded by Hyde; the motion carried on a voice vote.
