Cuyahoga Green Energy wins major EPA grant; county outlines multi-site solar and microgrid rollout

Cuyahoga Green Energy Administrator Mike Foley told council that the county was awarded a $129,000,000 Climate Pollution Reduction Grant from the U.S. Environmental Protection Agency and is moving into large-scale implementation that pairs federal grant dollars, tax-credit strategies and local projects.
Foley described an implementation package that includes site-specific projects: a Euclid microgrid with roughly 5 megawatts of solar, a 6.5-megawatt solar array at the Brooklyn landfill site, 1.5 megawatts at a MetroHealth campus, rooftop solar on two school districts and an agreement with the City of Cleveland to develop approximately 10 megawatts tied to the jail site. Foley said the overall program budget is closer to $200 million when leveraging tax credits and other partner funding.
To protect tax-credit eligibility under shifting federal rules, CGE purchased 10 megawatts of solar panels as a "safe-harbor" action, Foley said, and the administration is finalizing development agreements with partners including the county Sewer District and MetroHealth. Foley also reported progress on public EV charging stations at county garages (multiple ports at Huntington Park and Harvard Road garages) and indicated fast chargers are planned for the new jail site.
Many of the projects are scheduled for technical and construction phases in 2026–2027, with Cleveland and county partners responsible for site coordination and contracts to come to council for approval.
Next steps: staff said they will bring project agreements and implementation contracts to council for review and approval as they are finalized.
