"I stand here tonight in support of her participation in PMEA," said Emery Millar Counter, who identified herself as the student's sister and addressed the board during the non-agenda public-comment period (SEG 839'SEG 868). Family members and supporters said the student satisfied PMEA eligibility but was denied district sponsorship after local participation requirements changed following a staff transition.
