The Granbury Planning and Zoning Commission on Nov. 10 granted a Specific Use Permit for a pawn shop at 2607 E. U.S. Highway 377, allowing the business to operate at the 1.001-acre site subject to conditions in the motion.
City planner Cody told the commission the site is already developed and staff recommended approval with conditions including that "there shall not be any open or outside storage," that parking and maneuvering be on an improved surface, and that the site plan on Exhibit B be the governing plan for the property. Staff also noted the SUP is subject to city code requirements, permits, periodic inspections and any fees in the city's master fee schedule. Staff reported one mailed letter in support and that a public notice had been posted (SEG 041-116).
At the public hearing, the applicant's representative answered commissioner questions and confirmed there would be no outdoor displays and that the space is being leased with the possibility of purchase later. Staff noted this is the applicants' second proposed location after an earlier SUP for another site expired for inactivity (SEG 120-176).
A commissioner moved approval of the SUP "as presented," a colleague seconded, and the chair called the motion carried. The motion record in the meeting identifies the mover as Mister Hayes and the second as Mister Hallman; the minutes record the motion as approved without a roll-call tally (SEG 185-193).
The approval is conditioned on compliance with the terms detailed by staff, including adherence to the governing site plan and the city's code and permit requirements. The commission did not record any opposition during the hearing.
The commission congratulated the applicants and closed the public hearing; staff will follow up on permit and inspection requirements before occupancy.
