Councilors also debated passenger-terminal maximums (the draft shows 3 spaces per 2,000 square feet) and whether that would discourage transit use. Following staff discussion, Councilor Panomaroff proposed amended language to make the passenger-terminal maximum standard "not apply to parking areas adjacent to commuter transit terminals." Council adopted that amendment by roll call. With those amendments, Councilor Byers moved to adopt ordinance 2025-001-0 (DCA2025-002) by first reading; the motion was seconded and approved by roll call.
The changes establish new parking policy for Talent: no citywide minimums, clarified maximums, stronger bicycle parking and EV-ready construction requirements for medium-to-larger multifamily projects. Staff will return to implement code language and coordinate further work on short-term rental regulation and the city's larger housing work program.
