Amanda Loewich, the Municipality's emergency management director, and Sean McKenzie, the Anchorage Emergency Operations Center liaison, briefed the assembly on the multiagency response to October 2025 Western Alaska storms and the Anchorage-based sheltering effort. McKenzie said the storms produced record storm surge and hurricane-force winds in some areas and "over 1,500 people were displaced" (SEG 386). He described immediate multiagency airlifts and rescues, the Alaska National Guard and U.S. Coast Guard'led operations, and state and federal disaster declarations that enabled FEMA assistance (SEG 406'SEG 418).
Anchorage activated its Emergency Operations Center (EOC) at Level 3, opened shelters at the UAA Alaska Airlines Center and the Egan Center, and then transitioned congregate shelter occupants into hotel rooms. McKenzie said 143 families (577 individuals) were placed in non-congregate hotel sheltering and that both large congregate shelters were closed after transition; the Egan Center remains available as a municipal reception and processing site through the end of the month (SEG 436'SEG 500).
The city coordinated municipal departments, volunteers and nonprofit partners for mass care, medical services and culturally relevant supports. Municipal employees logged 5,564 hours supporting the mission (SEG 601'SEG 603). For pets, McKenzie said volunteers and nonprofits airlifted and sheltered animals and that, "As of the November 1, 175 dogs have been rescued" with dozens processed through the Anchorage transition pet shelter and 24 placed in foster care (SEG 529'SEG 555).
On funding and next steps, McKenzie said the state and municipality signed an MOU on Nov. 3 to outline reimbursement terms; he reported the municipality had tracked about $153,000 in services and supplies to date (excluding personnel) and that personnel costs are included in the MOU reimbursement terms (SEG 604'SEG 612, SEG 640'SEG 646). He said the state is leading the response, the municipality is supporting, and the city will continue collecting lessons learned and improvement planning to transition to steady-state operations (SEG 616'SEG 631).
What's next: the EOC will pursue state and federal reimbursement and provide updates to the Assembly; no formal assembly action was recorded in the transcript.
