County maintenance recommends higher bid for courthouse boiler upgrade after design gaps in low bids

County maintenance director Aaron Crozier told commissioners that only one bidder, Design Mechanical, provided the detailed design documentation and personnel resumes requested in the county’s request for proposals for the courthouse/Judicial Center boiler upgrade. Crozier and staff recommended Design Mechanical because the company supplied the design/build details and had quicker response and service references, even though its bid was higher than competitors.

Crozier warned the commissioners that the courthouse system was already showing intermittent lockouts and that short-term failure of additional boilers could make some courtrooms uncomfortable. He said the recommended configuration would provide a longer service life and more reliable vendor support. "The response time, the personnel references… when I call them at 06:30 in the morning, they'll walk me through something," Crozier said in support of the higher bid.

Commissioners discussed fiscal impacts and asked county administrator Jim to review operating reserves and funding sources before final award. One commissioner asked for a three-day review so staff could confirm the county’s ability to cover the higher bid without endangering other department budgets; the motion to accept a bid was discussed but not finalized at this meeting. Commissioners emphasized the project cannot be put off given current equipment problems, but they asked for a short financial verification before approving the higher recommendation.
