Votes at a glance: council approves settlement, stormwater contract and interlocal fire agreement; computer purchase passed

River Heights council members on Nov. 4 approved several routine actions after public business and presentations.

Settlement agreement: Following the executive session, a councilmember moved to approve a settlement agreement and the motion passed by voice vote. No monetary amount or parties were specified in the meeting transcript.

Office computer: The council approved a purchase order for a new office Surface Pro for city administrative staff member Sheila. Sheila told the council her current machine lacks storage capacity to support Windows 11; members discussed screen size and memory. The purchase was moved and seconded and carried. Council members said they plan to increase the device memory from the current 256 GB to 512 GB.

Orchard Drive stormwater project: Public works staff opened eight bids and recommended awarding the Orchard Drive stormwater improvement project to TrueLine Contractors at $67,102.55. Speaker 1 said the city had budgeted $75,000 for the work; the recommended award comes in under budget. Councilmember Speaker 9 moved to approve the notice of award to TrueLine; Speaker 4 seconded and the motion carried. Staff explained the work will reroute stormwater to Tenth East to stop recurring driveway washouts caused when older drainage paths were cut off by later subdivision development.

Logan City interlocal agreement for fire protection: The council reviewed a revised interlocal agreement with Logan City. Changes noted by the chair include new language on governmental immunity and cooperation and a shortened scope of work that removed a sentence addressing allocation of resources in simultaneous emergencies. Exhibit B continues a 3% annual cost-increase provision; the previous contract began 7/1/2021 and included an automatic renewal provision up to five years. Speaker 7 moved to approve the interlocal agreement; the motion was seconded and carried.

What the votes mean: The settlement approval and the three contract/administrative votes were routine approvals that do not change River Heights’ code. The stormwater award is a budgeted public-works project to address a recurring local drainage problem; the interlocal agreement formalizes continued fire services from Logan City and carries a modest annual cost increase.
