The Public Service Commission accepted revised tariff pages from Potomac Edison on Nov. 5, 2025, allowing the utility to charge pre-application and application-processing fees for small-generator interconnection requests.
Staff (Deandre Wilson) told the commission that Potomac Edison filed on Aug. 1, 2025, proposing fees for pre-application reviews and level 2–4 interconnection requests under the applicable Public Utilities Article and COMAR 20.50.0905. Staff found the proposed tariff language compliant with COMAR 20.50.0905(c), consistent with other utilities, and recommended acceptance with an effective date concurrent with commission approval. Staff noted the company is experiencing a significant increase in pre-application requests and that fees are intended to offset the costs of processing pre-application reviews.
Potomac Edison representative Jessica Grama thanked staff for the analysis and answered questions. Commissioners asked whether developers had expressed concern that fees could impede financing for small projects. Mark Zuka, speaking for developers, said he had not heard pushback and that a fee could help "weed out" speculative projects and keep the queue cleaner.
The commission voted unanimously to accept the revised tariff pages with an effective date of Nov. 5, 2025.
