Marion County board approves routine renewals, issues continuances and one-year condition for Mucky Duck

The Marion County Alcoholic Beverage Board handled a large docket Nov. 3, approving routine renewals and new licenses, continuing several applications for missing paperwork or signage, and imposing conditions where corrective actions were required.
Routine approvals: The board approved multiple renewal applications for establishments across Speedway, Beech Grove, Lawrence and Indianapolis by voice vote after applicants described training, ID-check policies and other compliance measures. Several first-time applicants were asked routine onboarding questions about owner disclosure, manager questionnaires, and ID-scanning or employee-permit practices.
Continuances and withdrawals: Several items were continued to the Dec. 1 hearing because of missing posted signs, unresolved zoning approvals, or absent tax-clearance forms. Applicants were told to return with corrected filings and that the excise officer could assist with procedural questions.
One-year renewal with conditions — Mucky Duck Pub: Todd Johnson, owner of the Mucky Duck, acknowledged a recent compliance matter and detailed a corrective plan that includes new hours, revised security staffing, an ID-scanning system and staff retraining. The board approved a one-year renewal and warned that further violations within the year could prompt a denial. The ATC prosecutor and excise staff said they had been working with the business on corrective steps.
Other enforcement outcomes: The board processed multiple violation hearings for sales-to-minors, overserving and unapproved floor-plan changes. Licensees described steps taken — terminating or disciplining employees, updating floor plans, retraining staff, and improving manager oversight — and most renewals proceeded after the board accepted those corrective measures.
What’s next: Continued items will return at the next monthly hearing; several contested matters were forwarded to the Indiana Alcohol and Tobacco Commission for a final ruling.
