Boulder URA moves to consider amending bylaws to expand board to 13 members

At the Oct. 28, 2025 special meeting, the Boulder Urban Renewal Authority voted to consider an amendment to its bylaws that would expand the number of commissioners from five to 13 to comply with state requirements.

Staff explained the statutory appointment process: the mayor appoints 10 members subject to governing-body ratification and three members must be representatives of taxing authorities within the city and any potential urban renewal areas (for example, an appointed school-board member, a county commissioner, and a representative of special taxing districts). Mark Wolf said the board will need two meetings to adopt the bylaws amendment — a motion to consider at the next meeting and then final adoption at a subsequent meeting.

Tara Weiner moved to consider the amended bylaws at the next bureau meeting; Tom Clennell seconded the motion. The board recorded ayes and the motion passed. Members agreed the next meeting should be short; staff proposed Thursday the 6 at 9 a.m. to convene for the bylaw consideration and noted the required public notice will be filed with the Boulder Camera.

Wolf previewed that if urban renewal areas proceed in the future the city and BURA would likely enter an intergovernmental agreement (IGA) to establish reimbursement rules when the city covers BURA activities; staff said that IGA will likely be an action item before appointments are finalized.

No final change to the bylaws was adopted at this meeting; the board set the procedural next steps and directed staff to publish the meeting notice and return with the formal resolution for adoption.
