The Machesney Park Administration Finance Committee on Nov. 3, 2025, recommended approval of Resolution 64 R 25, an intergovernmental agreement (IGA) with the Winnebago County Health Department to coordinate code enforcement services.
Staff—identified in the meeting as the community development and building coordinator—told the committee that the village and the county both operate under the International Property Maintenance Code and that the agreement clarifies responsibilities and tasks to avoid delays in communication, processing and remediation of property maintenance and health-and-safety issues. The coordinator said, "there are no financial commitments for the village to the county related to this agreement," and recommended approval.
After brief comments from the coordinator the committee moved, seconded and approved the resolution; the chair said Resolution 64 R 25 will go to the Nov. 17 board meeting with a positive recommendation.
The coordinator named sanitation and fire-and-other-hazards safety as examples of the code’s minimum requirements and said the agreement formalizes which tasks each party will handle to reduce response delays. No public comment was offered on the item.
