Avery County approves multiple grants and budget amendments for parks, schools and social services

The Avery County Board of Commissioners approved a package of grants and budget amendments to fund parks repairs, school projects and social-services needs.
Finance Officer Kaleb Hovland told the board the Department of Parks and Recreation received a $125,000 grant from the Carolina Hurricanes Foundation to repair Little League ball fields and requested a budget amendment to move the funds into capital outlay. He also asked the board to reauthorize $25,000 received in FY 24–25 for Schultz Circle Park to be moved into the current year’s budget. "Request the board to accept the grant and approve the following budget amendment to debit capital outlay of $125,000 and credit Friends of Park and Recreation revenue line," Hovland said.
Hovland reported the Avery County Sheriff’s Office received $2,751.81 in civil process fees and requested a budget amendment to debit civil process expenses and credit civil process fees for that amount; the board approved the change. He also asked the board to accept state funding to replace the roofing over the gym at Riverside Elementary School and move the $150,000 through county accounting to the Avery County School System; the board approved that pass-through.
The finance office presented a resolution and related budget amendment to release and pass through lottery funds under Chapter 18C and Chapter 115C of the North Carolina General Statutes to support projects at Avery County High School and Cranberry Middle School, including painting and electrical work; the board adopted the resolution and approved the budget amendment to credit proceeds from lottery funds in the schools’ capital account.
Finally, Hovland said the Department of Social Services was awarded $5,777.88 in special adoption incentives and has $24,592.55 remaining in disaster funding from FY 24–25; the board approved amendments moving both amounts into the current fiscal year budget.
