Stow City Commission hears update on regional 'blue envelope' program for first-responder interactions

The Stow City Commission on Inclusion received an update on the regional "blue envelope" program during its meeting.

Kimmy, identified in the meeting as a community training specialist with the Autism Society, described the program as a simple, visible system first responders can use to recognize vehicles occupied by people with disabilities. "When they see this sticker, then they should expect this envelope to be handed to them," Kimmy said, explaining that the envelope can contain a copy of the driver’s license, vehicle registration, insurance card and any medical or communication information the occupant wishes to share.

Kimmy said first-responder training includes scenario exercises for traffic stops and other encounters so officers practice how to identify characteristics such as anxiety or echolalia and respond in ways that calm and assist the person. "I pass it around and I let the officers look at the stuff," Kimmy said, noting officers who have completed the training offered positive feedback.

The program’s local distribution, she said, would be coordinated through Summit DD, the county developmental-disabilities board. Kimmy told the commission she has shared information with local police leadership but had not yet received a reply; she attributed the lack of response in part to an ongoing transition in the police chief position.

Commission members discussed logistics and how the envelope would be placed in vehicles. The commission did not take a formal vote on the program during the meeting; members asked staff to continue outreach to Summit DD and the police department to arrange training and distribution.

Next steps identified on the record include confirming Summit DD’s role in distribution, seeking a response from Stow City police leadership, and following up with the commission once local participation is confirmed.
