Parks staff outline trails, parking and $1 million community center placeholder in 2026 CIP

HILLIARD — Parks staff told the Committee of the Whole the 2026 capital improvement program includes several park and trail investments and a placeholder for future facility needs.
Parks staff listed line items such as a $20,000 allocation for disc golf course improvements (RP2.08), $28,500 for park signage, $275,000 for parks equipment including a tractor and aerator, and $25,000 for parks trail maintenance (RP6.1). A municipal parks parking and paths allocation of $650,000 was described as a package that the department will seek to supplement with NatureWorks, Clean Ohio Trail funds and other grants.
The parks package also includes a $1,000,000 placeholder in RP7.1 for a community center contingency; staff said there is not a specific project slated but that the placeholder exists for unforeseen costs or planning needs.
Regarding the Hilliard Family Aquatic Center, parks staff said the city needs to replace the bathhouse, guard lounge and concession stand. "Right now, we're waiting for the new city manager to be put in place and come up with a plan of how we're gonna fund that project," staff said. Options include phasing the work; staff emphasized a design phase will precede construction.
Staff said there will be further public engagement and that some park work will be phased according to available grant opportunities and public input. No formal action on parks capital items took place at the Committee of the Whole; staff will return with project details as grant applications and design work progress.
