Norfolk County Commission approves payroll warrants and two contracts, including 3-year electricity deal

The Norfolk County Commission on Oct. 8 approved payroll and expense warrants and authorized two contract awards presented by procurement staff.
The commission approved a payroll warrant (26-14) for $225,559.04, an expense warrant for $377,679.27, and a credit card payment of $47,498; each item was moved, seconded and approved on a voice vote.
Procurement Director Maureen reported two contract awards. First, the county will engage Andrew Laberge as a temporary contractor for the RSVP program to perform up to 37.5 hours per week at $20 per hour, with work to commence Oct. 4, 2025 and total compensation not to exceed $6,000. "So moved," the commission recorded, and the motion passed.
Second, the commission approved a three-year electricity supply agreement brokered through Mantis Energy at a fixed rate of $0.1387 per kilowatt-hour, with a contract term commencing Nov. 1, 2025 and ending Oct. 31, 2028. Commissioner Collins described the rate as "a great deal," and the commission approved the contract by voice vote.
Budget and finance staff were present for the approvals; no votes were recorded by named roll call and no amendments to the contracts were made at the meeting. The procurement awards will be carried out according to standard contracting procedures and budgetary provisions already in place. The commission also heard administrative reports about a forthcoming treasurer's-office review and HR director interviews, items likely to return to a future agenda.
