Committee reviews Measure G transfers and funding for Safe Team pilot after opioid settlement

Committee members reviewed Measure G revenues and questioned variances between budgeted transfers and what was actually moved to support the Safe Team pilot.

Speaker 5, participating remotely, explained that in fiscal 2025 the city received a sizable opioid settlement payment that changed transfer timing. "We received quite a bit of opioid settlement money. In fact, it was about $550,000," Speaker 5 said, and staff adjusted transfers to the Safe Team accordingly.

The Safe Team pilot contract is approximately $700,000 per year, Speaker 1 said; funding initially came from ARPA and opioid settlement tranches and the city has been transferring Measure G funds as needed. "We're in the third year of a three year pilot. It's $700,000 a year is the current contract," Speaker 1 said. Staff noted the council reduced the originally modeled cannabis tax cap and current actual cannabis revenue collection is lower than earlier projections.

Members asked for documentation backing the settlement amount and a clearer funding plan to extend the Safe Team beyond the pilot. Speaker 1 said the city is developing a funding plan and has applied for grants to cover future years, and pledged to provide backup and projections to the committee before their next review.

Other line‑item questions under Measure G (such as payments to Joint Venture Silicon Valley and CoStar subscriptions) prompted staff to say they would follow up with vendor descriptions and clarify whether expenses are recurring and how they support licensing, zoning or related services.

Next steps: staff will provide transfer backup, opioid settlement detail, vendor descriptions and a funding plan that shows how the Safe Team might be sustained after current tranches are exhausted. No formal funding decision was made at the meeting.
