Assembly adds landfill leachate evaporator funding to consent agenda and hears mayor’s update on solid-waste strategy

The Kenai Peninsula Borough Assembly approved multiple consent-agenda items and heard a detailed update from the mayor on solid-waste projects including a landfill leachate evaporator and equipment procurement.
Finance Committee members placed Ordinance 2025-19-17 on the consent agenda; the ordinance would appropriate approximately $580,000 for the Central Peninsula landfill leachate evaporator project to cover control systems, piping and in-facility work. That ordinance was included on the consent agenda and scheduled for a public hearing on Nov. 18 as appropriate.
Mayor Michicky provided an operational update on the borough’s municipal solid-waste program. He said the borough is exploring recycling partnerships with Alaska Plastics Recovery and Valley Recycling, and that ‘‘the baler is on its way’’ and storage at the Baylor Building had been identified with power available. The mayor said Baylor should be available by mid-November and a design RFP for Baylor was expected to be released on Oct. 30; demo bids for the old Baylor are due Nov. 4.
The mayor also said the borough had hired a new solid-waste operations manager, Eric Lurbig, and that the administration is evaluating options including a statewide municipal solid-waste coop and possible tire-shredding ventures. He emphasized the goal of a more efficient municipal solid-waste system that maximizes landfill value and recycling where economically feasible.
Assembly members thanked the mayor for the update and asked for follow-up details on timelines, insurance and contractor arrangements as procurement proceeds. The consent agenda (including the leachate-evaporator item and the mailer appropriation for the residential exemption reapplication) was approved earlier in the meeting by unanimous consent.
