The measure passed on a 2–1 vote after hours of testimony from neighbors, representatives of the Colorado Horse Park and the applicant’s development team.
The applicant, represented by land-use attorney Kristen Decker and counsel Tom Raganetti, told the board the proposal reflects years of changes around the parcel and includes concessions to address neighbors’ concerns.
