The Planning Commission unanimously approved Nov. 5 a conditional use permit to reestablish a nonconforming warehouse and distribution use at 2400 Valley Road (case LDC26-00016). Leah Piccati, Associate Planner, said the site has been used for warehouse/distribution since about 1955 but the prior CUP (approved in October 2023) expired because the applicants did not maintain the business license or timely meet conditions.
The only substantive change from the prior approval is an edited Condition 11: a previously required 80‑foot, roughly 6‑foot wall was made less prescriptive to accommodate an elevated utility pad that was installed since the earlier approval. Staff said the modified condition preserves the intent to block and mitigate noise while making compliance physically feasible. The CUP’s standard mitigation measures and construction‑hours restrictions remain; the building‑permit submittal deadline was shortened from 18 to 12 months.
Applicant Dave Snelgrove (Beaumont Consulting) said engineering plans are nearly ready and that he met with NV Energy concerning the utility pad access; he told the commission he is comfortable with the revised condition and intends to proceed promptly. Staff reported no recent complaints at the site since 2004 and recommended approval. There was no public comment; the motion to approve the CUP subject to staff conditions passed unanimously.
